A 13-year-old boy has been arrested in connection with the fatal shooting of 30-year-old Kelby Gavin Miller over the weekend in Cocoa, Florida. The shooting occurred on the evening of November 16, 2025, before 10:30 p.m. near Bristol Drive. Police were called to the scene after reports of a man suffering from a gunshot wound to the torso. Despite being airlifted to the hospital, Miller later died from his injuries.
Following the incident, investigators discovered that Miller had been in communication with a suspect via cell phone. While the contents of these messages were not disclosed, detectives later reviewed surveillance footage that showed a “slim male” in a hoodie repeatedly walking to and from the area shortly before the shooting occurred.

The investigation eventually led detectives to the home of 13-year-old Emeril Rachel, where his mother identified similarities between her son and the individual seen in the footage. Inside Rachel’s bedroom, authorities found a hoodie stained with blood and dirt marks that matched those visible in the surveillance video at the time of the shooting. Further investigation revealed gunpowder residue on Rachel’s hands, although he denied having used a firearm.
Rachel later identified himself in the video footage, and additional still images were presented to him showing him before and after the shooting. As a result, Rachel has been charged with manslaughter, as well as possession and use of a firearm during the commission of a felony.
The investigation is ongoing, and authorities have not released further details at this time. The community remains in shock over the tragic events, and the case continues to unfold as law enforcement seeks additional information.
