Minot Woman Arrested in Connection with Fatal Southeast Minot Shooting
MINOT, N.D. — Authorities have arrested a suspect following a fatal shooting in southeast Minot on Saturday afternoon, October 18, 2025.

The Minot Police Department reported that officers were dispatched around 3:04 p.m. to a residence in the 10 block of 39th Avenue SE after receiving reports of gunfire. Upon arrival, they found 38-year-old Lance David Phillips of Minot suffering from gunshot wounds. Phillips was transported to a local hospital, where he was later pronounced dead.

At the scene, officers took 43-year-old Racheal Kathryn Foster, also of Minot, into custody. She was initially arrested for Possession of Felony Drug Paraphernalia (Level C Felony). Following further investigation, including evidence collection and witness interviews, Foster was formally charged with Murder (Class AA Felony) on October 19. She is currently held at the Ward County Jail.

Police have not released details regarding a motive or the relationship between Foster and the victim. The Minot Police Department continues to investigate the circumstances surrounding the shooting.
